Workshop on Job Quality in Post-transition, Emerging and Developing Countries

The labor economics literature has seen a growing interest in the role of job quality over the last years. To a large extent, this interest stems from substantial impacts of the quality of employment on important aspects of people‘s lives, ranging from productivity to health and life expectancy. Not surprisingly, the issue of job quality stays high on the public policy agenda, including national governments and international organizations. The G20 Leaders have adopted last year in Antalya the G20 framework on promoting quality jobs and asked the OECD and the ILO to assist monitoring progress in promoting not only more but also better jobs along the lines of the agreed framework. Work is ongoing at the World Bank, the OECD and the ILO on mapping different dimensions of job quality into concrete policies in different countries.

Gender and the labour market

ICID, UCW and SITES are organizing a one-day workshop to present recent research on gender differences in the labour market and to contribute filling in the knowledge gap concerning the causes of gender discrimination in the labour market. A theme of particular focus will be the role of gender discrimination on education access and its consequences on employment outcomes, with particular emphasis on child labour, early entry in the labour market and the school-to-work transition. The workshop will bring together academics and development practitioners on issues related to gender discrimination in the labour market.

Consultation with the National Statistical Office of Cameroon

Representatives from the National Statistical Office and ILO – Yaoundé participated in a mission to the UCW secretariat in Rome as part of the research cooperation on child labour, youth employment and migration in Cameroun. The one week mission was aimed primarily at discussing and at the providing inputs to the development of the interagency report. The inputs provided by the Cameroonian counterparts were particularly relevant to understand the linkages between child labour and youth employment, and migration. The finalization of the report is envisaged in September 2011 and its launch is planned in the last quarter of 2011. Dans le cadre de la participation de l’Institut National de la Statistique (INS) du Cameroun aux travaux du projet Understanding Children’s Work (UCW) pour l’encadrement de la production d’un rapport sur la vulnérabilité, le travail des enfants et l’emploi des jeunes au Cameroun, une mission a été effectuée au siège du programme UCW à Rome du 18 au 27 juin 2011. Il est attendu la production d’un draft du rapport au cours du mois de septembre 2011 pour une dernière lecture par les parties prenantes et sa publication avant la fin de l’année 2011.

Consultations avec le Gouvernement Sénégalais à Rome

Le Programme UCW a invité un représentant du Ministère de la Jeunesse du Sénégal et un représentant de l’Agence National de la Statistique et de la Démographie à une mission d’études à Rome du 27 au 30 septembre 2010. La mission a contribué : · au renforcement des capacités du bureau national de statistique afin de mieux surveiller et d'analyser le travail des enfants et des indicateurs de l'emploi des jeunes et de la migration interne et régional ; · à la collecte d'informations pertinentes pour l'élaboration de recommandations politiques ; · à une analyse approfondie des statistiques dans la version préliminaire du rapport sur le travail des enfants de migration, et l'emploi des jeunes au Sénégal et à leur validation. Durant leur mission d’études, la délégation sénégalaise a participé aux réunions avec les représentants de la Coopération Italienne et ceux du Bureau International du Travail à Rome. Ce séjour a été l’occasion d’un partage d’expériences entre les différentes institutions tant par rapport aux projets déjà réalisés que ceux en cours, entre autres l’étude sur la problématique des interrelations entre les migrations, le travail des enfants et l’emploi des jeunes.

Statistical Tools for the Analysis of Child Labour Data. A joint ITC-ILO-IPEC-UCW Training Course

The ILO International Training Centre (ITC), the International Programme on the Elimination of Child Labour (IPEC), and the Understanding Children's Work (UCW) Programme are bringing their comparative advantages together into a joint training course on the analysis of child labour and youth employment data. The joint training will combine IPEC and UCW resource materials and research expertise in child labour and related fields with ITC's expertise in designing and implementing high-level in-service training programmes on labour market data analysis and child labour. It will provide an attempt to better relate the analysis of child labour data with the production of well-documented reports that can serve to inform the policy making process in the area of child labour.
